The Forums have yet again been edited.

-Fixed a couple bugs with posting and stickied topics
-Added the rules for the topics that require them
-A couple things that i did to make post go more smoothly ( you cant notice them )

NOTE: If you have any suggestions for the forums post it in the Suggestions/Idea forum and i will do all i can to make it happen.
